Many prospective employees are extremely content in their jobs and have no plans to move. However, when a vacancy arises offering something their current employer does not, they may consider moving e.g. position is walking distance from home, salary is considerably higher than present package, employer provides a service that is of common interest.  These types of employee will not be on any database as candidates, only as clients.  By placing an advertisement on your behalf we will be able to attract their interest and ensure that they are not missed in the selection process.
